The article discusses the issues in the relationship between regional trade blocs and the General Agreement on Tariffs and Trade (GATT). The regional trade blocs are the Western Hemisphere, Europe, and the Pacific Region. Issues include demilitarization, human rights, arms control, and democratization. The ways of reconciling the tension between the supervision within various trading blocs and the multilateral supervision of international economic actions are discussed. There a number of problems engendered by the "Most Favored Nation" policy of GATT in a world where multilateral trading embraces MFN but covers more than a hundred countries.
