In this article the author discusses Colorado's support for energy efficiency programs. He notes that the state's voters are the first to pass a renewable portfolio standard (RPS) at the polls in November 2004 after its legislature failed three times. Then Xcel Energy Inc. began stepping up its wind power purchases to meet the RPS which resulted from 231 megawatt (MW) installed wind capacity in 2005 to 1,068 MW in 2009. He adds that renewable buildups provided 1,500 jobs.
