The Council for Exceptional Children (CEC) applauds the No Child Left Behind Fairness Act, recently introduced in the U.S. Congress. Under this legislation, schools could apply the Department of Education's new guidelines for determining Adequate Yearly Progress for testing done last year as well as in 2004. By endorsing this legislation, CEC is by no means backing away from accountability for students with disabilities. CEC works to improve the educational success of individuals with disabilities and/or gifts and talents.
