This article focuses on immigration laws in the U.S. Senators John Cornyn, and Jon Kyl, plan to introduce comprehensive immigration legislation that will contend with a bill introduced last month by a bipartisan group of senators, including Senators John McCain, and Edward Kennedy. Cornyn's and Kyl's bill will have four components. The first two--beefed-up border security and improved enforcement within the United States are portions Cornyn and Kyl have already introduced. Much of the battle will center on the guest-worker proposals, including the central question of whether workers will ultimately be allowed to gain permanent citizenship. In contrast to the bipartisan bill, which would allow workers enrolled in a temporary program to take a multi-step path to obtain a green card, Cornyn's legislation envisions a "circular migration" in which foreign workers come to the United States, work for several years and return to their home countries.
