Best develops general statements about the genesis of political conflict structures, using the specific constellation of the "threshold period" of the European Revolution in 1848-1849. A report is made on the formation of interaction systems in two parliaments that became the starting point of modern party formations in Western and Central Europe. The empirical subject matter centers on the members of both constituting assemblies that met in May 1848 in Paris and Frankfurt. Of interest is the social morphology of conflict structures that differentiate themselves in the situation of relative freedom from an institutional new beginning. Two separate perspectives are contrasted: the concept of responsivity that puts the adaptive function of the political system in the foreground; this is a perspective in which the accomplishing of goals and political bodies' ability to make decisions form the structurally dominant function and characteristic feature. Through a reconstruction of parliaments as interaction systems, an examination is given of which relational patterns occur between members in the process of parliamentarian decision-making. An analysis is given of the voting behavior of the members, for the purpose of discussing why isomorphic and rigid conflict structures developed in both of these associations. Best concludes that the temporal progression of structure formation can be described in terms of phases in advancing differentiating processes and institutionalizing processes, in whose progression diffuse and inhomogeneous orientations become permanent and institutionally solid. Best entwickelt anhand der spezifischen Konstellation der „Schwellenzeit" der europäischen Revolution 1848/49 allgemeine Aussagen über die Genese politischer Konfliktstrukturen. Berichtet wird über die Formierung von Interaktionssystemen in zwei Parlamenten, die zum Ausgangspunkt moderner Parteibildungen in Westeuropa und Mitteleuropa wurden. Empirischer Gegenstand sind die Abgeordneten der beiden konstituierenden Versammlungen, die im Mai 1848 in Paris und Frankfurt zusammentraten. Von Interesse ist die soziale Morphologie der Konfliktstrukturen, die sich in der Situation relativer Freiheit eines institutionellen Neubeginns ausdifferenzierten. Zwei verschiedene Ansätze werden einander gegenübergestellt: das Konzept der Responsivität, das die Anpassungsfunktion des politischen Systems in den Vordergrund stellt; ein Ansatz, für den die Zielerreichung, die Entscheidungsfähigkeit politischer Körperschaften deren strukturdominante Funktion und Eigenschaft ist. Indem die Parlamente als Interaktionssysteme rekonstruiert werden, wird untersucht, welche Beziehungsmuster sich zwischen Abgeordneten im Prozess parlamentarischer Entscheidungsbildung einspielen. Analysiert wird das Abstimmungsverhalten der Abgeordneten, um vor diesem Hintergrund die Frage zu diskutieren, warum in beiden Versammlungen isomorphe und rigide Konfliktstrukturen entstanden sind. Best stellt fest, dass der zeitliche Ablauf der Strukturbildung in beiden Parlamenten phasenweise als ein fortschreitender Differenzierungs- und Institutionalisierungsprozess beschrieben werden kann, in dessen Verlauf sich diffuse und inhomogene Orientierungen verstetigten und institutionell verfestigten.
