Strategies commonly used to address growing awareness and rising concerns about gang violence has ultimately resulted in the perpetuation of disproportionate minority contact throughout the nation's schools and criminal justice system due to the lack of diversification in the identification and understanding of gang membership and behaviors. Gang suppression and preventative measures are fundamentally flawed in that its expert knowledge frequently derives from police and student and school-level disciplinary data in which minorities are typically overly represented. In an attempt to assess the level of gang activity in a given city, county, etc., it is not uncommon for comprehensive gang models to suggest pinpointing gang infested areas through the use of police and school-level disciplinary data. This methodology is problematic in that not only does the data used increase the likelihood of gang intelligence to associate all gang activity and membership with that of the identified behaviors of minority affiliated gangs but it also deduces the problem of gang violence to that of a predominately minority sensitive crime. Consequently, the suspicion of gang violence is exacerbated throughout minority communities, and is possibly underestimated throughout white communities.
