The City of Seattle is developing its first filtration plant. The $100 million plant with a capacity of 454 thousand CMD, will permit continuous operations through periods of high turbidity, increasing yield and reliability, and allowing long-run conformity with anticipated U.S. EPA water quality standards. Seattle is pursuing a design-buildoperate (DBO) approach to developing the plant. This article discussesissues and options associated with the use of DBO model for a major water supply project, using Seattle's Tolt River Filtration Project as a case study. [ABSTRACT FROM AUTHOR]
