This report discusses an effort by the the city of Phoenix, Arizona, to construct a new water treatment plant to meet increased demand as well as the tough standards imposed by today's water requirements. The city's leaders and Water Services Department staff considered various design and construction approaches that would offer fast delivery, low total costs, and low risk of litigation, but that would also maximize technical innovation. This report focuses on the design‐build‐operate (DBO) approach and the reasons why it was chosen to build the Lake Pleasant WTP.
