The object of this research is the identification of Russian propaganda narratives by Lithuanian institutions and the response to it of Lithuanian political parties. The main objective is to uncover the ability of Lithuanian institutions to determine the Russian propaganda narratives and to review the position and response to Russian disinformation by the Lithuanian political parties. The central idea of this objective is to discover which values and principles of relevant Lithuanian political parties (according to 2016 national parliamentary and 2019 European parliamentary election programmes and interviews) coincides or does not match with certain aspects of Russian disinformation narratives and how the parties’ response is being formed towards the propaganda. The main tasks of the research are the following: the analysis of constructivism as a theory of international relations to understand the political world and it’s parts and to overview the methodology of political discourse; To explain hybrid warfare, it’s elements and the propaganda within; to establish, which narratives of Russian propaganda are present in Lithuania; to conduct interviews with party officials ; to analyse the programs of 2016 parliamentary and 2019 EU parliamentary elections in order to find out the relation between Russian propaganda and political parties’ attitudes and response in Lithuania; to present conclusions and recommendations. The research concludes that the analysed institutions are well capable of identifying and understanding the hybrid threats and the threat of the Russian propaganda. The government offers the best understanding and identification of the disinformation by presenting all the Russian propaganda narratives, which correspond to the aspects of Russian disinformation presented by political scientists. KAM singles out hybrid threats to Lithuania, however, not in detail. Furthermore, VSD highlights the narratives regarding the falsification of Lithuanian history and Lithuanian statehood. In terms of political parties, it is evident that they identify the main ideas of Russian propaganda and explicitly do not agree with them. The strictest evaluation of the Russian propaganda is given by TSLKD and LRLS. Both parties emphasise their means to counter the disinformation. LSDP highlights government institutions and NGO activities. LSDP does not resonate with neither of Russian propaganda narratives. LVŽS relies and presents as evidence the government program which concentrates on the response to Russian hybrid threats. It is also worth noting that LVŽS does not resonate with Kremlin’s disinformation narratives either. PTT and LLTAKŠS do not approve of Russian propaganda, but have little response in terms of parties activities.
