In this chapter, the author focuses on Cultural Heritage Management (CHM) in developing countries. It begins with a discussion of cultural heritage, arguing that heritage can only be defined within a social, political, and economic context. At the international level, many countries have become state parties to conventions that protect, promote, and conserve cultural heritage adopted under the auspices of the United Nations Educational, Scientific and Cultural Organization (UNESCO). CHM consists of those practices that identify a community's cultural heritage resources and the programs that ensure their transmittal to the next generation. The chapter examines the two prominent approaches to CHM: placing the burden of identification and treatment of heritage on the project proponent or vesting it with the government. A key element of the CHP was restructuring the Mongolian cultural heritage framework from a Soviet-era system to one that embraced a market economy.
