The history of the multilateral nuclear force (MLF) and plans for nuclear “hardware” sharing in NATO has been covered in great detail by scholars in recent years.1 Many different aspects have been explored, including the plans for alternative forms of nuclear sharing in the mid-1960s. However, far less attention has been paid to the development of what became the NATO Nuclear Planning Group (NPG), the “software” solution to the nuclear “hardware” issue in Europe.
