A three layers MAPS (monolithic active pixel sensor) detector prototype, 1/10 coverage of the BESIII (Beijing spectrometer III) inner tracker, is selected as one of the prototype schemes of the BESIII inner drift chamber upgrade. The design, the construction and the test of the ladder are presented in this paper. The ladder is the basic building block of the detector that consists of ten Mimosa28 chips thinned to 50 μ m, a flex cable and a carbon fiber support. The design and the development of the electronics system are introduced as well. A probe testing system for the selection of good chips was set up to complete the chip functional check and preliminary performance test before the assembly of the ladders. A jig was designed and manufactured for the construction of the ladders. Using this jig, precise location of the chips and gluing of the flex cable to the carbon fiber support and to the chips were achieved. The material budget of the whole ladder with the carbon fiber composite support is about 0.37% X 0 , and the average precision of the chip location is better than 10 μ m. The preliminary tests of the ladders have been performed by using radioactive source. Both the ladder and the readout electronics perform well. The test results are consistent with the expectation, which provide a good base for the further study of the detector prototype.
