BY WHAT criteria should a graduate c o u r s e in curriculum foundations be measured? Obviously we cannot consider only the increase in the students' knowledge of curriculum theory. We could meas ure course effectiveness by the students' skill in ap plying theory to real curriculum problems, but we must take into account each individual's needs and purposes. How can all this be done in light of our increasing class sizes and shortage of qualified teachers? The need for answers to these questions coupled with a suspicion that elementary and sec ondary teachers could profit from better under standing of each other's curriculum problems led to the experimentation described below.
