In this paper, an efficient rate control algorithm is proposed which is based on saliency map for high-efficiency video coding (HEVC). The aim of the proposed algorithm is increasing the amount bits assigned in saliency region. To begin with, the Context-Aware model is used to obtain the saliency map. With the saliency information, a novel scheme is proposed to guide the LCU (Largest Coding Unit) level bit-allocation. Based on that, a novel perceptual rate distortion model is proposed, which takes saliency weight into consideration when performing rate-distortion optimization (RDO). Finally, the experimental results show our algorithm significantly improves the subjective quality of videos compressed by HEVC and gains of 0.61 dB in Y-PSNR.
