Analysis of the Strategy for sustainable development - Green Plan of Istria and construction of the block C of the Thermal Power Plant Plomin

U ovom završnom radu analizirano je ponašanje energetskog sustava Istarske županije prema strategiji održivog razvoja – Zeleni plan Istre, uključujući planove za izgradnju bloka C termoelektrane Plomin. U vidu završnog rada, osim referentnog modela za 2012. godinu koji uključuje TE Plomin I i II, analizirano je još nekoliko scenarija za 2030. godinu u računalnom programu EnergyPLAN. Prvi scenarij, osim postrojenja predviđenih Zelenim planom, uključuje gradnju TE Plomin na ugljen. Drugi scenarij uključuje gradnju TE Plomin C na prirodni plin, a prema trećem scenariju nema gradnje TE Plomin C, ali blok II ostaje u pogonu dok se Plomin I prema predviđanjima gasi. Osim analize ukupne potrošnje energije sa i bez obnovljivih izvora energije (OIE), proizvodnje energije iz OIE, uvoza/izvoza energije izvršena je i ekonomska analiza ukupnih troškova, troškova uvoza/izvoza energije te analiza emisije CO2 pri različitim scenarijima. Analiza sadrži i „kritični višak proizvodnje električne energije“. Svaki scenarij proveden je u kontekstu otvorenog i zatvorenog elektroenergetskog sustava. Za scenarije otvorenog elektroenergetskog sustava u 2030. godini planirana je izgradnja 400 kV-nog dalekovoda Melina-Pazin, čija investicija nije uzeta u obzir u EnergyPLAN analizi, a iznosi otprilike 25 mil. eura iako se prema zadnjem desetogodišnjem planu Hrvatskog operatora prijenosnog sustava (HOPS) iz 2015. godine odustaje od gradnje tog dalekovoda i predlaže spajanje na 220 kV-nu mrežu. Rezultati su pokazali da je dalekovod Melina - Pazin veoma bitan za izvoz energije i on je najveći kod izgradnje TE Plomin C na ugljen gdje iznosi 3,415 TWh/godišnje, 49% više nego u referentnom modelu. Analiza u EnergyPLAN-u je pokazala da u zatvorenom u svim scenarijima „kritični višak proizvodnje električne energije“ iznosi 55 GWh/godišnje što je zanemarivo dok ga kod otvorenog elektroenergetskog sustava nema. U zatvorenom sustavu nema izvoza energije, stoga gradnja TE Plomin C u tom kontekstu ne igra bitnu ulogu s obzirom da su potrebe za energijom u Istarskoj županiji zadovoljene proizvodnjom energije iz OIE. Sa gledišta ukupnih godišnjih troškova najpovoljniji je scenarij bez izgradnje Plomina C i iznosi 150.072 mil. eura. Proizvodnja energije iz OIE je ista u svim scenarijima i iznosi 0,64 TWh/god zbog prednosti OIE u EnergyPLAN simulaciji. This project analyzes the behaviour of the Isrian region's energy system according to the sustainable energy strategy - Zeleni plan Istre, including plans for building thermal power plant Plomin C. Several scenarios for 2030 have been analyzed, including a reference model for 2012. In addition to plants provided by Zeleni plan Istre the first scenario includes construction of coal power plant Plomin C. The second scenario includes natural gas power plant Plomin C and in the third scenario excludes building of Plomin C but there is still Plomin II in operation and Plomin I is not. Except the overall energy consumption analysis, RES energy production analysis, import/export of energy analysis, an economic analysis of total costs, import/export energy costs and CO2 emissions are carried out. The analysis also includes „critical excess electricity production“. Each scenario was carried out in the context of open and closed power system. Construction of 400 kV transmission line Melina - Pazin is planned for open power system scenarios in 2030 and its cost is estimated to 25 mil. eur but it's not calculated in EnergyPLAN simulation. According to the last ten-year HOPS plan from 2015, there probably wouldn’t come to construction of this transmission line and there would be a new 220 kV transmission line instead. The results showed that the 400 kV transmission line is very important for the export of energy, which is the largest in the Plomin C - coal scenario and its value is 3,415 TWh /year, 49 % more than in the reference model. EnergyPLAN analysis showed that "critical excess electricity production" in all closed power system scenarios is 55 GWh/year which is negligible while in the open power systems there’s no "critical excess electricity production". From the total annual costs point of view the best scenario is the one without building Plomin C and its total annual costs are 150.072 mil. eur. Energy production from RES is approximately the same in all scenarios and it counts about 0,64 TWh/year.
