Having a small open economy, Vietnam depends on both imported crude oil and imported petroleum products. Vietnam is also a country that exploits as well as exports crude oil,and produces petroleum. This paper analyzes the impact of International lower crude oil prices on the state budget by using the general equilibrium model with the 2012 Vietnam Social Accounting Matrix under three distinct scenarios. Simulation results show that a decrease in oil prices has reduced revenues. This is because the reduction in the crude oil and petroleum products is greater than the increase from other industries. The increase of personal income tax, value added tax is negligible compared to the reduction in income from corporate income tax
