Le ‘cœur de métier’ des administrations publiques est l’exécution des lois. Or, l’orientation client souhaitée dans le processus de modernisation de ces organismes constitue une activité qui requerrait en toute logique un accroissement des effectifs, ce qui va à l’encontre des objectifs élémentaires d’efficience : la réduction des coûts et son corollaire, l’allègement du budget.
