A series of international instruments for nature conservation is discussed. The main aims are the protection of endangered, rare, vulnerable or critical species and their habitats ('red lists'), as well as the designation of protected areas or networks in a sustainable development approach. The relation between these separate instruments is to be strengthened in order to create added value. In general terms the CBD can function as an umbrella for several other existing conventions. The EU itself became member of some international treaties and thus can act as an important coordinator This requires -among others- the establishment of cross-links between the compulsory reports and actions to be prepared and imptemented at national, European and international level. The European Environment Agency and its Topic Centre on Nature Conservation needs broader support from member states and EU-authorities for the establishment of more sustainable structures. Establishment of shared actions in the light of sustainable development can reinforce the legal and moral impact of measures in the field (e.g. reference lists of priority species and designated sites). In this regard, the secretariats and authorities responsible for conventions etc. have to work closely together in order to agree a common approach for problems arising in the framework of these treaties. The (national) reports for separate conventions (and directives) are mainly based on similar ecological data; these need to be streamlined in databases that allow development of common input. The basic knowledge is to be organised with meta-databases or hyperlinks (EUNIS, EIONET, catalogue of data sources etc.). The translation of the data for the separate reports, however, requires more permanent staff support for the key institutions involved (both federal and regional entities). For the Flemish Region, the Natuurrapport 1999 of the Institute of Nature Conservation can give important input and answers to several questions on the status of species and habitats in Flanders. Some overlap of questionnaires (OECD, EUROSTAT, EEA), however, is to be discussed and needs guidance at federal level in order to avoid duplication of work and differences in some of the data presented. The example of joint clearing-house websites such as existing for CBD and the related conventions/structures is to be encouraged at national level as well. The CHM for CBD in Belgium clearly functions in this way and the creation of a national Diversitas-platform is promising. In this contribution, the case of wetlands is discussed regarding the complementarity between the Convention of Ramsar and the CBD. The Ramsar convention (1971) was the first international treaty mentioning wise use in relation to conservation measures (especially for wetlands, which are often a vital but vulnerable source of life for local populations). The term wise use has been agreed to have similar coverage as sustainable use, introduced in the BRUNDTLAND-report and CBD. As the priorities of CBD cover a wide range of actions (biosafety, transfer of technology, etc.), the initial conservation issue as a driving force became less important in many national approaches (and even at COP's?). As the wetland convention became a globally powerful and broadly agreed instrument, Ramsar can be considered as a sort of executive' tool for CBD.
