Le décret du 26 décembre 1994 définit les obligations des différents intervenants et des maîtres d'ouvrage en matière de sécurité. En se référant à ce décret, on précise les conditions de présence d'un coordonnateur (de réalisation ou de conception): c'est le maître d'ouvrage qui le désigne lorsqu'il y a nécessité de coordination, c'est-à-dire lorsqu'il y a deux entités en présence, et c'est lui qui définit son rôle et ses missions. On souligne la fonction du Plan général de coordination (PGC), pièce maîtresse fixant les «règles du jeu» du futur chantier. Un tableau précise l'organisation de la prévention des accidents du travail sur les chantiers du BTP (CSTB).
