This report relates to a synthesis of the mid-term evaluations (MTEs) of the 92 national, regional and network Rural Development Programmes 2007-2013 (RDPs) funded under the European Agricultural Fund for Rural Development (EAFRD). The objectives of the exercise are stated in the Terms of Reference: “The purpose of this synthesis is to summarize and analyse the MTEs with a focus on the results and impacts achieved so far by the 2007-2013 RDPs, and on the monitoring and evaluation framework. It will draw conclusions on the relevance, coherence, effectiveness and efficiency of the different measures and programmes. It will seek to identify examples of good practice, to provide a detailed analysis of the strengths and weaknesses of the 2007-2013 rural development framework, and to make recommendations for future policy design. In order to provide the greatest added-value in the current context of preparation of the policy framework for the post-2013 period, the evaluation will also seek to analyse the contribution of Rural Development measures to the new priorities under the Health Check and the Economic Recovery Package. In addition, the evaluation will consider the effectiveness of the Common Monitoring and Evaluation Framework (CMEF), draw conclusions and make recommendations in relation to the current and subsequent programming periods.”
