The evaluation has a double objective. The first is to conduct an ex-post evaluation of the effects of the 2003 CAP measures applied in the starch sector. The second is to simulate the effects of full decoupling of the aid for starch as agreed in the “CAP Heath Check”. The evaluation examines: Effectiveness defined as the extent to which objectives pursued by an intervention are achieved ; Efficiency, defined as the best relationship between resources employed and results achieved, in pursuing a given objective through an intervention ; Relevance, defined as the extent to which the intervention's objectives are pertinent to the needs, problems and issues of the starch sector ; Coherence of the measures with the overall principles of the CAP defined in 2003 and with the overall objectives of the EU: coherence is defined as the extent to which the intervention does not contradict other interventions with similar objectives. The evaluation also takes into account unintended effects and deadweight effects of the measures. The method proposed in this report should allow the evaluators to make a clear distinction between the results of the CAP measures to be studied and the results of other drivers such as other CAP measures, especially the sugar CMO reform and Rural Development measures, market drivers, technical progress etc
