EUJUST LEX is one of the European Union's civilian crisis management operations implemented under the auspices of the European Common Security and Defence Policy. Following an invitation from the Iraqi Government, the EU Council decided on 21 February 2005 to launch "EUJUST LEX - The EU Integrated Rule of Law Mission for Iraq". It was the first EU integrated rule of law mission, in that it addresses the criminal justice system (CJS) in an integrated, comprehensive fashion focusing on senior police, prosecutors, judges and prison managers. After detailed planning, the Mission's operational phase started on 1 July 2005. Building on the achievements, the Political and Security Committee (PSC) of the Council of the European Union approved subsequent extensions of the mission taking the mission's mandate up to 30 June 2010
