The 13 July 1994 Act on Colleges entailed not only a huge merger of colleges, it also compelled them for the first time to put up a quality system. Most colleges opted for a system based on the EFQM-model, that takes into account the entire working of an organisation. The Flemish colleges dispose of two instruments to apply this model: Proza and Tris. The Katholieke Hogeschool Kempen (KHK) works with the latter. From the onset the Quality Team of the KHK involved the services in its working, but this became a story with ups and downs. The Tris-instrument, that is most effective for the quality management of the main processes - education, research and social services - was too heavy for the services to adopt it. The experiment to let the staff members of the services work with it, failed. Therefore, the compilers of Tris also developed an instrument for the services. The multimedia library of the campus HIK was the first to test this model in 1999 and did so successfully. The staff members drew up a list of improvement goals and established priorities. Their experiences are also the basis for updating the instrument themselves. Quality is a 'never ending story', on all levels.
