L'A. passe en revue et analyse les changements qui ont eu lieu dans l'évolution de la toponymie russe. Il distingue deux types fondamentaux dans la formation des noms de lieu : le premier d'après le nom commun, le second par formation des mots. Dans le 1er cas, un nom de lieu fait appel à un nom commun sans aucun changement de forme, par exemple Kamen' (pierre), ou Reka (rivière). Dans le 2nd cas, un nom de lieu tire son origine de noms soit communs soit personnels, par ajout d'un affixe, par exemple Bukovchyk-buk (hêtre) ou nom personnel Yaroslav (nom de lieu Yaroslavl). L'A. décrit comment les changements de noms de lieu ont été accomplis à la fois sous le tsarisme et sous le régime communiste.
