The mood among the several thousand people who attended a May Day rally in Dortmund, Germany, on May 1, 1996, was sombre rather than angry. Klaus Zwickel, head of the metalworkers' union, protested against the welfare and spending cuts recently announced by the German government, but made no mention of the general strike that some workers are calling for. In Russia, Communist leader Gennady Zyuganov called for power to the people. France's leading unions, the Communist CGT, the autonomous Force Ouvriere and the socialist-led CFDT, held their own meetings, having been unable to agree on a joint march.
