I. Introduction "'OH GOD, you who open all doors, please open all doors for me, open all venues for me, open all avenues for me.'" 1 In the context of immigration to the United States, this hopeful quote could easily be attributed the millions of people who come to this country each year seeking to start a better life for themselves and their families; however, revelation of the speaker gives it a much more sinister context. 2 This quote is attributed to none other than Mohammed Atta, the man believed to have spearheaded the September 11, 2001 attacks on the United States, which claimed almost 3,000 lives. 3 Through vast inadequacies, United States immigration law at least partially answered Atta's prayer for an "open door" to achieve his objectives. 4 In the wake of Atta's attacks on the United States, some officials, including former Deputy Secretary of Homeland Security James Loy, expressed concern that the easily crossed United States-Mexico border is becoming an increasingly attractive access point for terrorists wanting to enter the United States. 5 One Arizona citizen, familiar with the ability of young women carrying babies to slip into the United States undetected, observed that it would be a "piece of cake" for a well-trained terrorist with a high-tech global positioning system to do the same. 6 In addition to being too lax in the area of national security, the nation's immigration laws have failed the American people on another front by opening the door to a flood ...
