Where, after all, do universal human rights begin? In small places, close to home - so close and so small that they cannot be seen on any maps of the world ... . Introduction A mother of two preschool-aged children is at a party. She is talking to other mothers of preschool-aged children and recounts how her four-year old was suspended from preschool on three separate occasions within a matter of weeks, twice for throwing a chair and once for spitting on another child. Two months later, her three-year old was suspended for hitting a staff member on the arm, and he was called "a danger to the staff."
