World Bank has started to conduct the global Logistics Performance Index (LPI) survey every two years since 2005. The placing of Taiwan were twenty-first in 2007 twentieth in 2010.and nineteen in 2012. Asia-Pacific Economic Cooperation Conference (APEC) presented a supply chain link structure (Supply-chain Connectivity Framework: SC Framework) report in November, 2009 according to the World Bank Logistics Performance Survey. The proposed supply chains within the APEC region are affirmed that they are facing eight bottleneck points. In this study, we explore the current status of Taiwan with the eight bottleneck points, and draft the improvements when Taiwan faces the bottleneck points in the Asia-Pacific region through the interviews to the experts. This research is to evaluate the LPI of World Bank, including its evaluation process and methodologies, and try to establish a localized version of LPI for Taiwan. This research uses Analytic Hierarchy Process (AHP) approach to identify important factors of the logistic performance for Taiwan and their related impacts. This new version of LPI will evaluate the logistic performance of Taiwan more appropriately and point out the direction of future improvements.
