Ministry of National Defense is losing a considerable anount of human resources during the transformantion of the recent recruiting strategy, from half-compulsary to entirely recruiting.Many of the officers and soldiers wished to resign form military simply because they’ve reached their minimum years of compulsory service.This effect will not only sabotage the balance of basic armed forces’ fighting power, but also cause a significant buget increasing on training projects of national defense. Besides, Ministry of National Defense also attachgreat importance to QWL to improve the work environment, emolument,welfare system. The purpose of this research mainly examined what is employees’ QWL perception and how it influenced volunteer’ organization commitment and the willingness of continue service og volunteer serviecman in army. The sample comprised 250 sales selected from ROC Reserve Command by means of convientsampling. Accordingly, 250 questionnaires were distributed. From thesurvey returned, 217 were coded by applying descriptive statistics. Theresponse rate for this study was 91.2%. The results show that,(1)There is a significantly difference volunteer serviecman perceptions of QWL when they are in different job positionand get different salary;(2)volunteer serviecman perception of QWL is positively associated with organizationcommitment;(3)volunteer serviecman perception of QWL is negatively associatedwith turnover intention; (4 )the value commitment is negatively associatedwith turnover intention.
