The purpose of this paper is to discuss the emergency management of ship navigation in port. Based on the operational features of ship navigations in port and the relevant literature, the Critical Factors (CFs) of emergency management are first investigated. A Fuzzy AHP model is then proposed to weight those CFs from both perspectives of marine pilots and ship masters respectively. Based on the two weights the perceived gaps of CFs between the marine pilots and ship masters are assessed, by which, ship carriers and port authorities may make policies in improving the safety performance of ship navigation in port. As an empirical study, the marine pilots and the ship’s masters of Kaohsiung port were investigated to validate the model. The results provide practical information for ship carriers and port authorities to make policies for the operational safety of ship navigation in port.
