A Case Study on Community Learning: The Learning Kejar Paket-C (LKP-C) Program for Indonesian Immigrant Workers in Taiwan

This qualitative study was a case study on adult learning principles in community learning of the Learning Kejar Paket C (LKP-C) Program in Taiwan. The LKP-C program was a GED preparation program provided by the Indonesian students' association in Taiwan for immigrant workers in Taiwan. The main purpose of this study was to describe the implementation of the LKP-C program based on adult learning theory, to give a clear picture of how this program had a strong andragogy consideration. Thus this study described how the facilitator applied these principles according to the conditions and characteristics of the adult learner in the program. Andragogy, the art of helping adults to learn, includes assumptions about the characteristics of adult learners investigated in this study. The focus was on facilitating an effective adult learning program which was fit the learners’ characteristics and condition. The findings in this study answer three research questions which were presented in three sections as follows (1) what are the adult learning principles in the LKP-C program for Indonesian immigrant workers in Taiwan? (2) What are the key issues arise from the implementation of the LKP-C program for Indonesian immigrant workers in Taiwan? And (3) how can key persons cope with the challenges arising from implementation the LKP-C program in Taiwan? Based on adult learning theory, the findings show that Knowles’ six principles of characteristics of adult learners were addressed in this program and its implementation, which lead to self-actualization according to Maslow’s hierarchy of needs theory. As some scholars agree that self-actualization is the purpose of learning in adult education. Also, the findings were related to the adult learner’s condition in this program, there were five issues arising as challenges either for the facilitator or the learners. These risks affected the learners more since the learners were full-timer workers who needed to standby 24 hours a day to meet the needs of their patient. Another finding explains how the i facilitators coped and be expected to cope with the challenges that arise. The researcher found three principles that the facilitators maintained and needed to follow according to key arising issues which are correlated with Maslow’s principles of adult learning. The principles are to make the learning program more intense; facilitated the valuable interaction between the learner and the facilitator, and increased learners’ interest. For the LKP-C program in Taiwan and LKP-C programs in others countries that had immigrant workers as the learners, this study suggests that it is necessary to have a clear concept of their learners’ characteristics as adults as well as their learners’ working condition. This study strongly suggests that the facilitators, who might be a non-academic organization, need a clear picture about adult learning principle programs and how to adapt adult learning principle consideration for their learners as well.
