  • Claim: 1. A signaling gateway apparatus, disposed in an IP (Internet protocol) network and connected by associated network connection in a layer of MTP (Message Transport Part) level 3 with a group unit center in a PSTN (Public Switched Telephone Network), the signaling gateway apparatus comprising: a receiver; a transmitter; a processor; and a memory storing program instructions executable by the processor to perform: receiving, via the receiver, an extended changeover order signal XCO (eXtended Changeover Order) of M2PA (MTP2 User Peer-to-peer Adaptation Layer) or an extended changeover acknowledgement signal XCA (eXtended Changeover Acknowledgement) which is a response to the XCO; converting a 24-bit M2PA sequence number included in the XCO or the XCA to a value in a range from 0 to 127 which is a maximum value of a 7-bit unsigned integer; and causing the transmitter to transmit, to an opposite apparatus, the XCO or the XCA including the 24-bit M2PA sequence number with a value in the range from 0 to 127.
  • Claim: 2. The signaling gateway apparatus according to claim 1, wherein the processor is configured to perform: checking the 24-bit M2PA sequence number included in the XCO or the XCA, setting the 24-bit M2PA sequence number in the XCO or the XCA to 0, if the 24-bit M2PA sequence number is over 127, and leaving the 24-bit M2PA sequence number included in the XCO or the XCA as it is, if the 24-bit M2PA sequence number is in the range from 0 to 127.
  • Claim: 3. The signaling gateway apparatus according to claim 1, wherein the transmitter transmits, to the group unit center in the PSTN, in the layer of MTP level 3, the XCO or the XCA including the 24-bit M2PA sequence number with a value in the range from 0 to 127, as a changeover order signal COO (Changeover Order) or a changeover acknowledgement signal COA (Changeover Acknowledgement) which is a response to the COO.
  • Claim: 4. The signaling gateway apparatus according to claim 1, wherein the signaling gateway apparatus is connected to the group unit center in the PSTN via a media gateway apparatus that performs protocol conversion between MTP2 and M2PA in a layer of MTP level 2, wherein the media gateway apparatus performs mutual conversion between a format of the XCO of M2PA and a format of the COO of MTP2 and mutual conversion between a format of the XCA of M2PA and a format of the COA of MTP2.
  • Claim: 5. The signaling gateway apparatus according to claim 4, wherein the processor is configured to perform: receiving, via the receiver, the XCO or the XCA from the media gateway apparatus that performs protocol conversion on the COO or the COA of MTP2 received from the group unit center in the PSTN to obtain the XCO or the XCA of M2PA; checking the 24-bit M2PA sequence number included in the XCO or the XCA received from the media gateway apparatus; leaving, as a result of the checking, an original value of the sequence number in the XCO or the XCA as it is; and causing the transmitter to transmit the XCO or the XCA to the opposite apparatus.
  • Claim: 6. The signaling gateway apparatus according to claim 1, wherein the group unit center in the PSTN is an ASM (An architectural STM (Synchronous Transfer Mode) Module).
  • Claim: 7. A protocol conversion method for a signaling gateway disposed in an IP (Internet Protocol) network and connected by associated network connection in a layer of MTP (Message Transport Part) level 3 with a group unit center in a PSTN (Public Switched Telephone Network), the protocol conversion method comprising: receiving an extended changeover order signal XCO (eXtended Changeover Order) or an extended changeover acknowledgement signal XCA (eXtended Changeover Acknowledgement), which is a response to the XCO; converting a 24-bit M2PA (MTP2 User Peer-to-peer Adaptation Layer) sequence number included in the XCO or the XCA to a value in a range from 0 to 127 which is a maximum value of a 7-bit unsigned integer; and transmitting the XCO or the XCA including the 24-bit M2PA sequence number with a value in the range from 0 to 127 to an opposite apparatus.
  • Claim: 8. The protocol conversion method according to claim 7, comprising: checking the 24-bit M2PA sequence number included in the XCO or the XCA; setting the 24-bit M2PA sequence number to 0, if the sequence number is over 127; and leaving the 24-bit M2PA sequence number included in the XCO or the XCA as it is, if the sequence number is in the range from 0 to 127.
  • Claim: 9. The protocol conversion method according to claim 7, comprising transmitting, to the group unit center in the PSTN, in the layer of MTP level 3, the XCO or the XCA including the 24-bit M2PA sequence number with a value in the range from 0 to 127, as a changeover order signal COO (Changeover Order) or a changeover acknowledgement signal COA (Changeover Acknowledgement) which is a response to the COO.
  • Claim: 10. A non-transitory computer-readable medium storing a program, causing a computer constituting a signaling gateway disposed in an IP (Internet protocol) network and connected by associated network connection in a layer of MTP (Message Transport Part) level 3 with a group unit center in a PSTN (Public Switched Telephone Network) to perform processing comprising: receiving an extended changeover order signal XCO (eXtended Changeover Order) or an extended changeover acknowledgement signal XCA (eXtended Changeover Acknowledgement), which is a response to the XCO; converting a 24-bit M2PA (MTP2 User Peer-to-peer Adaptation Layer) sequence number included in the XCO or the XCA to a value in a range from 0 to 127 which is a maximum value of a 7-bit unsigned integer; and transmitting the XCO or the XCA including the 24-bit M2PA sequence number with a value in the range from 0 to 127 to an opposite apparatus.
  • Claim: 11. The protocol conversion method according to claim 7, comprising: the signaling gateway apparatus connecting to the group unit center in the PSTN via a media gateway apparatus that performs protocol conversion between MTP2 and M2PA in a layer of MTP level 2; and the media gateway apparatus performing mutual conversion between a format of the XCO of M2PA and a format of the COO of MTP2 and mutual conversion between a format of the XCA of M2PA and a format of the COA of MTP2.
  • Claim: 12. The protocol conversion method according to claim 11, comprising: receiving the XCO or the XCA from the media gateway apparatus that performs protocol conversion on the COO or the COA of MTP2 received from the group unit center in the PSTN to obtain the XCO or the XCA of M2PA; checking the 24-bit M2PA sequence number included in the XCO or the XCA received from the media gateway apparatus; leaving, as a result of the checking, an original value of the sequence number in the XCO or the XCA as it is; and transmitting the XCO or the XCA to the opposite apparatus.
  • Claim: 13. The protocol conversion method according to claim 7, wherein the group unit center in the PSTN is an ASM (An architectural STM (Synchronous Transfer Mode) Module).
  • Claim: 14. The non-transitory computer-readable medium according to claim 10, storing the program causing the computer to perform processing comprising: checking the 24-bit M2PA sequence number included in the XCO or the XCA; setting the 24-bit M2PA sequence number to 0, if the sequence number is over 127; and leaving the 24-bit M2PA sequence number included in the XCO or the XCA as it is, if the sequence number is in the range from 0 to 127.
  • Claim: 15. The non-transitory computer-readable medium according to claim 10, storing the program causing the computer to perform processing comprising: transmitting, to the group unit center in the PSTN, in the layer of MTP level 3, the XCO or the XCA including the 24-bit M2PA sequence number with a value in the range from 0 to 127, as a changeover order signal COO (Changeover Order) or a changeover acknowledgement signal COA (Changeover Acknowledgement) which is a response to the COO.
  • Claim: 16. The non-transitory computer-readable medium according to claim 10, wherein the signaling gateway apparatus is connected to the group unit center in the PSTN via a media gateway apparatus that performs protocol conversion between MTP2 and M2PA in a layer of MTP level 2, wherein the media gateway apparatus performs mutual conversion between a format of the XCO of M2PA and a format of the COO of MTP2 and mutual conversion between a format of the XCA of M2PA and a format of the COA of MTP2.

The non-transitory computer-readable medium according to claim 16, storing the program causing the computer to perform processing comprising: receiving the XCO or the XCA from the media gateway apparatus that performs protocol conversion on the COO or the COA of MTP2 received from the group unit center in the PSTN to obtain the XCO or the XCA of M2PA; checking the 24-bit M2PA sequence number included in the XCO or the XCA received from the media gateway apparatus; leaving, as a result of the checking, an original value of the sequence number included in the XCO or the XCA, as it is; and transmitting the XCO or the XCA to the opposite apparatus.
  • Claim: 18. The non-transitory computer-readable medium according to claim 10, wherein the group unit center in the PSTN is an ASM (An architectural STM (Synchronous Transfer Mode) Module).
