Tools for Change - How the EU Wants to Achieve the Coal Transition.

The European Commission has been striving to initiate an EUwide coal phase-out since the end of 2017 in the form of the initiative "Coal Regions in Transition". The aim of the activities is to provide structural support to the EU's coal regions during their move - the "transition" - away from coal. The initiative also represents a pioneering project on the path to climate neutrality in the EU and is intended to prove that no regions are left behind in and by the Community, not even the most CO2-intensive among them. In addition to special financial support from EU funds such as the Just Transition Fund, extensive conceptual assistance will be provided to European coal regions. The secretariat of the Coal Regions in Transition initiative has meanwhile provided various "toolkits", a full collection of structural policy tools. These toolkits, conceived and designed as tools for change, are presented and critically assessed here from a primarily economic perspective. The toolkits available as of this time target a remarkably broad range of transition topics and tasks and have the following titles: Transition Strategies, Governance of Transition, Environmental Rehabilitation and Repurposing, Sustainable Employment and Welfare Support, Technology Options. Mit der Initiative „Coal Regions in Transition" wird seit Ende 2017 von der Europäischen Kommission angestrebt, EU-weit einen Kohleausstieg auf den Weg zu bringen. Dazu sollen die Kohleregionen der EU in ihrem Wandel - der „Transition" - weg von der Kohle strukturpolitisch flankiert werden. Die Initiative ist zugleich als Vorreiterprojekt auf dem Weg zur Klimaneutralität der EU gedacht und soll belegen, dass dabei in und von der Gemeinschaft keine Regionen zurückgelassen werden, eben auch nicht die CO2-intensivsten unter ihnen. Neben speziellen Finanzierungshilfen aus EU-Fonds wie dem Just Transition Fund soll den europäischen Kohleregionen umfängliche konzeptionelle Hilfe gegeben werden. Dafür hat das Sekretariat der Coal Regions in Transition-Initiative inzwischen diverse „Toolkits", insgesamt einen ganzen Kasten strukturpolitischer Werkzeuge bereitgestellt. Diese als Werkzeuge für den Wandel gedachten und konzipierten Toolkits werden hier im Folgenden aus einer primär volkswirtschaftlichen Sicht dargestellt und kritisch gewürdigt. Die bisher vorliegenden Toolkits zielen auf ein beachtlich breites Themen-und Aufgabenspektrum der Transition und sind im Einzelnen wie folgt betitelt: Transition Strategies, Governance of Transition, Environmental Rehabilitation and Repurposing, Sustainable Employment and Welfare Support, Technology Options.
