The article focuses on utilization of the petition process by the Conservation Law Foundation (CLF), in an effort to improve water quality in the state of Vermont. Topics discussed include the State's approval to administer the Clean Water Act and the federal regulatory provision related to withdrawal petitions, problems addressed by CLF through a National Pollutant Discharge Elimination System de-delegation petition to the Environmental Protection Agency and corrective actions for the state.
