With a year of political activity now transpired under the Bipartisan Campaign Reform Act (BCRA), we provide a preliminary assessment of how state party organizations are being shaped by and responding to the new campaign finance environment. This paper provides a first cut at empirically assessing the direct and indirect effects of BCRA on state parties, examining both their federal and state money accounts over time. We argue that the federal ban on soft money has a contingent effect on the finances of state parties. The impact depends largely on a state?s electoral context (including both federal and state elections) and the preexisting campaign finance capacity of the state parties. [ABSTRACT FROM AUTHOR]
