During the 1990's arises the biggest social movement linked to international solidarity and development in Spain. The activities involve three main campaigns. The initial one (1994) is focused on the symbolic demand of the 0,7% PIB budget, recommended by the UN in the 70's. The second campaign (1988) displays a diversified repertoire of collective action pressing the parliamentary debates on the Law for International Cooperation in order to exert civil control on the foreign commercial relations. The third campaign (2000) was a process of social referendum about foreign debt of developing countries, parallel to the general elections of that year. The increasing political nature of the movement's targets attains a different media treatment for each of the three periods. These differences manifest the changing nature of the media opportunity structure and the alliances between the political parties (whether in government or opposition) and the printed press. The analysis of the changing nature of the media --party-- social movement relations account for the deep transformations of the public sphere in the society of information and its effects on the civil society initiatives in democratic societies. En Espaa los aos noventa ven aparecer el primer gran movimiento social vinculado a la problemtica de la solidaridad y el desarrollo internacional, impulsando tres grandes campaas: la inicial (1994) est centrada principalmente en la reclamacin simblica de la cesin del 0,7% del PIB para cooperacin al desarrollo recomendado por Naciones Unidas en la dcada del 70; la segunda (1998) busca presionar con un diversificado repertorio de accin colectiva sobre la elaboracin parlamentaria de la ley marco de cooperacin internacional con el objetivo de dotar de un mayor control sobre aquellos instrumentos de cooperacin vinculados al comercio exterior; y la tercera (2000) impulsa una consulta social sobre la deuda externa que se desarrolla de manera paralela a las elecciones generales ese ao. Esta creciente politizacin de los objetivos del movimiento recibe un tratamiento informativo muy diferenciado en estos tres momentos, poniendo de manifiesto la relacin entre la estructura de oportunidad meditica y las alianzas poltico meditica entre, en este caso, prensa escrita y partidos (en su posicin relativa de gobierno y oposicin). El anlisis de esta relacin entre partidos y medios da cuenta de las profundas transformaciones que est viviendo la esfera pblica en las coordenadas de la sociedad de la informacin y, cmo pesa sobre el espacio pblico en el que trabaja la sociedad civil en las sociedades democrticas.
