The article discusses the case Matos e Silva, Lda. v. Portugal decided by the European Court of Human Rights on September 16, 1996. The court held that there had a violation of the European Convention on Human Rights in respect of the length of the proceedings, but there had been no violation in respect of the alleged lack of access to a tribunal. The court noted that although the disputed measures had left intact the right of applicants to deal with and use their possessions, they had nevertheless greatly reduced their ability to do so in practice.
