What it means to be "Austrian"? has evolved for more than seven centuries. The lands of the first Hapsburg (1278) were gradually increased and transformed through wars and judicious Hapsburg marriages into the multinational Austro-Hungarian Empire that lasted until WWI. The Empire proved remarkably adaptive and resilient. However, its origin and ideology as a dynastic rather than an ethnic union eventually proved increasingly difficult to maintain during an era of rising nationalism. Austria was first created as an independent state at Versailles. The interwar years brought economic depression, political strife and a brief civil war. Uncertain of their own new national identity and facing grave problems, substantial numbers of Austrians welcomed the "Anschluss" to the Third Reich. After World War II, the country became an occupied territory split into four Allied sectors. In 1955 Austria reemerged as a sovereign state in a federal union with noteworthy regional cultural differences. Part of Austria's political identity was as a "neutral"? state and potential NATO/Warsaw Pact bridgebuilder. The Waldheim controversy and the rise of Haider's Freedom Party (late 1980s/1990s) raised the specter of Austria's National Socialist past and coincided with new economic stresses, a national debate on EU membership, violent Balkan conflicts, and increasing concern about refugees and other Ausländer?. Today a prosperous Austria is rethinking its role as a traditional bridge to the East in a much-expanded EU, including its positions on further enlargement. It is also redefining its security identity within broader European security structures and having to deal with the effects of an increasingly transnationalized economy. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
