The article discusses Portuguese authorities' responses to the threat of transnational Islamist terrorism, with a particular focus on changes and reforms to the nation's intelligence community. According to the author, more attention has been paid to legislative authorization of intelligence reforms than to their actual implementation. It is suggested that the primary problems facing Portugal's intelligence community include a lack of coordination among and within its numerous intelligence agencies, between intelligence and law enforcement, and between intelligence and counterterrorism. Details related to the structure of Portugal's national security system are presented. Perceptions of intelligence and security agencies by political actors and by the general public are also discussed.
